Now, before you say "HOLD THE FUCK UP HE AINT NO RAPPER" (oh, you'll say it) think about it:
Let's compare him and a rapper, then use the official definition of rapping to apply it to him.

my personal idea of what makes a good rapper is someone who has the ability to take non-rhyming phrases and sing or speak them in a way in such so they appear to rhyme, say words to fit a structure that they shouldn't fit.
To me, rapping is poetry.
And Bob Dylan is a rapper. And a poet.
Before there was Tupac, before Run D.M.C, Jay-Z, and all the others. There was Bob Dylan.
Listen to a Bob Dylan album (preferably Highway 61 revisited). Think about it, and... I'm right.
